How did George W. Bush manage to pull off the image of being a "regular-Joe"?

During the last two elections the epitome of elitism and prestige was largely perceived by the public as a "regular guy", thus creating (in my opinion) a fraudulent likeability factor. Was it his C-average is school, his alcoholism, or his inability to speak intelligently? What are your thoughts on this phenomenon?
