Good pencil eyeliner for the "water line" of your eye?

i'm in desperate need of a good eyeliner! i've heard the bottom of your eye is called the water line, aka when the eyeliner always runs and smudges badly. i've got a little "crevice" right under my eye where the bad eyeliner always runs into later in the day. i want an eyeliner that can be bold and clean cut for at least a school day that won't go into that little crevice. places to get them? thanks! oh! and liquid eyeliner and i don't make the best match, so that's sort of out of the question. sorry!
